A fire at a daycare center in HERMOSILLO, Mexico killed 35 children. There were 142 children, ranging in age from 6 months to 5 years old in the center being cared for by a staff of 6 and this is considered within legal limits.

The ratio is stunningly high - 24 kids to each staff member. I can possibly imagine taking care of 5 children under the age of 5 - with great difficulty, but 25? Is it possible to feed 25 children when many are being bottle fed?
So what led to this ratio - ignorance, poverty, payoffs - I wonder why...
